Hong Kong is making a significant move to tap into the lucrative global halal market with the introduction of its new ‘Q Mark’ certification. The initiative, launched on May 9, 2025, aims to enhance the quality of halal products and services, potentially boosting Hong Kong’s share of the $14 billion halal export market.
The ‘Q Mark’ Certification
The ‘Q Mark’ certification is a collaborative effort between the Hong Kong Federation of Hong Kong Industries and the Incorporated Trustees of the Islamic Community Fund of Hong Kong. It is designed to create a more halal-friendly environment, ensuring that products and services meet stringent halal standards. This move is particularly strategic, considering that the global Islamic market constitutes approximately 25% of the world’s population.
Improving Quality and Reliability
The primary goal of the certification is to improve the overall quality and reliability of halal offerings in Hong Kong. By adhering to internationally recognized halal standards, the ‘Q Mark’ seeks to build trust among consumers and businesses alike. This enhanced credibility is expected to facilitate stronger connections between Hong Kong industries and the expanding global Islamic market.
Capitalizing on Global Demand
This initiative positions Hong Kong to capitalize on the growing demand for halal products worldwide. Malaysia, for instance, has already demonstrated the immense potential of this market, with halal product exports exceeding RM61 billion (approximately USD 13.8 billion) in 2024. Malaysia’s success underscores the significant economic benefits that can be derived from a robust halal industry.
International Halal Industry Ties
In addition to Hong Kong’s efforts, other regions are also strengthening their halal industry ties. Morocco and Russia, for example, are reinforcing their collaboration through new certification agreements. Tatarstan’s Committee for Halal Standards is actively seeking accreditation in Morocco to streamline the export of halal products. This partnership builds on a previous agreement in 2020, further expanding Morocco’s international halal partnerships.
Strategic Step for Hong Kong
The introduction of the ‘Q Mark’ certification in Hong Kong is a strategic step towards enhancing its competitiveness in the global halal market. By focusing on quality and standardization, Hong Kong aims to attract investment, increase exports, and ultimately, secure a larger share of the $14 billion halal export pie.
